They can also be a process by which a government, on behalf of its citizens, liaises and cooperates with other governments abroad to develop policies that appeal to the masses of member states. In international relations, representatives are sent from one country to another to hold meetings on behalf of their country because the entire population of some countries cannot be involved in international discussions between countries.
Known as diplomats, these agents are itinerant workers who transmit information from their country to another and vice versa.
Types of Diplomatic Agents:
Ambassadors
Ambassadors enjoy a special honor as personal representatives of heads of the state. You are entitled to the title “Title of Excellence” for yourself. The ones that are sent to countries in the British Commonwealth are called High Commissioners. Ministers are usually appointed with the consent of the host country. When Ambassadors arrive at the destination country, they show a credential issued by the head of the sending country.
Ministers and Envoys
Ministers and envoys do not enjoy special honors because they are not considered personal representatives of the head of state. You will not receive a title of excellence. They also do not enjoy preferential treatment from heads of state. There is practically no difference between ministers, envoys, and ambassadors.
Charges D’ affairs
De-charge affairs are sometimes accredited after a civil war or revolution from a newly recognized government. They are not sent to the State Department by the head of state but by the State Department. De-charge affairs do not enjoy the honors and titles conferred on other categories of diplomats. They can be removed permanently or temporarily.

While diplomacy does not always promise friendship between nations, it can usually guarantee neutrality over hostilities.
